How to Make a Complaint
The quickest way to complain is through My Account, where you can also track progress. If you already know the right council service, you can phone it directly, and for unclear cases you can use the A to Z or call the switchboard on 020 8825 5000.
Use the online complaints form only for issues that are not covered by a separate process, such as missed collections, street lighting, abandoned vehicles, PCNs, council housing repairs or landlord issues, school and SEND appeals, bulky item or bin requests, tree problems, or councillor complaints. When submitting, include what happened, the time, date and location, how it affected you, and what outcome you want.
You may also be asked to upload supporting documents, such as photos or files in docx, pdf, xlsx, txt, jpeg, gif or png format; zip files are not accepted, and each file can be up to 50MB. The complaint is acknowledged within 5 working days, stage one aims to respond within 10 working days of acknowledgement, and if you remain unhappy you can request stage two, which is acknowledged within 5 working days and aims to respond within 20 working days.

Business Waste - Your Legal Duty
Every business is legally responsible for its waste from the moment it's produced until it's properly disposed of by a licensed carrier.
- Minimise waste where possible; reuse or recycle before disposing
- Store waste safely and securely on your premises
- Use a registered waste carrier — check before you use them
- Complete a waste transfer note for every load that leaves your premises
- Keep those transfer notes for at least 2 years
- Never put trade waste in your household collection
- Extra rules apply if your waste is hazardous
Failing to produce transfer notes when asked can mean a £300 fixed penalty or prosecution with fines up to £5,000.

Ealing Petition Rules
Ealing Council's e-petition scheme lets residents raise issues online or on paper about matters the council is responsible for. E-petitions must be submitted through the council's own website, not external platforms, and petitions must include a clear request, the organiser's contact details, and valid Ealing addresses for signatories. The council usually responds within four weeks, and if a petition reaches 1% of Ealing's assessed population, it will be debated at Full Council.
Key points:
- Only Ealing residents can sign.
- Hybrid petitions, mixing paper and electronic signatures, are not accepted.
- Petitions that are offensive, frivolous, defamatory, unlawful, or outside council powers will be refused.
- Some matters, such as planning, licensing, council tax banding, and non-domestic rates, are excluded because they already have separate appeal or representation processes.

Dear Ealing Council Environmental Services / Street Care & Enforcement Team,
I am writing as a resident of Southall Green ward to raise a formal complaint regarding the persistent and worsening fly-tipping problem in Southall, and to request both information and immediate action.
Fly-tipping in Southall Green has now reached epidemic levels. Multiple locations, particularly along public pavements and at known hotspots such as The Green (junction with Osterley Park Road), are being repeatedly used as informal dumping grounds and de facto refuse collection points. In many cases, this appears to involve commercial waste.
This ongoing situation is creating significant environmental, public health, and visual amenity concerns for residents. Despite the regularity and visibility of these incidents, there appears to be little effective enforcement or measures to address the issue. Several of these hotspots fall within clear range of council-operated CCTV cameras, yet there is no evident deterrence or follow-up action. The problem has persisted for many years and continues on a near-daily basis.
There is also a growing perception among residents that certain locations are being implicitly tolerated as commercial waste storage or collection points on public land. If accurate, this raises serious concerns about fairness, enforcement consistency, and the appropriate use of public space.
To better understand and address this issue, I request the following information and actions:
- Ward-level data for Southall Green covering the past 24 months, including: the number of fly-tipping incidents reported, average clearance times, Fixed Penalty Notices issued, and prosecutions undertaken.
- Details on CCTV usage and effectiveness in the ward; specifically, how many incidents near known camera locations have been investigated using footage, and any operational or legal barriers to its use for enforcement.
- Records of enforcement actions taken against businesses in Southall for improper waste storage, illegal dumping, or misuse of public pavements.
- Confirmation as to whether any unofficial or "tolerated" waste collection points (outside of authorised commercial waste arrangements) exist on public land within the borough. A number of the potential sites in question are locations where black bags sealed with thefirstmile.co.uk labels are regularly left alongside other unidentified fly-tipped waste.
- A list of any locations within the borough where the council has formally agreed or authorised businesses to leave commercial waste on public land for collection, including the terms and conditions governing such arrangements.
- Clarification on how mixed fly-tipping sites are handled — particularly where waste includes both identifiable commercial refuse (e.g. First Mile-labelled sacks) and unidentifiable or loose waste. Specifically: does the contracted collector remove all waste present, or is the remaining material left for council clearance?
- Details of the regulations and enforcement approach relating to businesses that use private waste contractors, including their duty-of-care obligations, requirements for proper storage and handover of waste, and how the council verifies compliance.
- A breakdown of businesses in Southall (or, if ward-level data is unavailable, across the borough) that have commercial waste collection arrangements in place, whether with the council or via private contractors. Where full disclosure is not possible, please provide aggregated data and/or the methodology the council uses to monitor compliance with commercial waste obligations.
- A commitment to targeted intervention at the worst-affected locations, including consideration of deployable CCTV, increased enforcement patrols, and dedicated clean-up or monitoring teams.
- Details of any studies, internal reviews, or analytical work undertaken by the council to understand the causes behind the apparent increase in fly-tipping in recent years, including any identified drivers (e.g. commercial activity, service changes, enforcement capacity) and planned mitigation strategies.
Given the scale and persistence of this issue, I would appreciate a substantive response within 10 working days. Please also provide the name and contact details of the officer responsible for overseeing this matter.
I am able to supply supporting photographic evidence (one attached). In parallel, I am submitting a formal request under the Freedom of Information Act and the Environmental Information Regulations for the data outlined above.

Street cleansing and the removal of fly-tipped waste fall within the remit of my department, part of the Environment and Community Protection directorate.

I fully recognise the frustration that fly-tipping causes for residents and businesses. Tackling this criminal activity remains a priority for the Council.
We continuously review fly-tipping data to identify trends and hotspot locations, assess service performance, and target resources effectively.

I appreciate the information you provided about the council's wider initiatives to tackle fly-tipping and the confirmation that Southall Green remains a priority area. However, a number of my original non-FOI questions remain unanswered. I would therefore be grateful if you could provide a response to the following outstanding points:
- Is the council aware of the existence of persistent fly-tipping sites on public land that have existed for many years, some of which appear to be used by businesses?
- What measures does the council take when it becomes aware of locations that are being used persistently as fly-tipping hubs by residents and/or businesses over a long period of time?
- In particular, the site at The Green, at the junction with Osterley Park Road, has been a significant hotspot for many years. Given that it is in plain view of council CCTV cameras, why has the council failed to eradicate this problem?
- Has the council formally or informally authorised any businesses to leave commercial waste on public land for collection? If so, please provide the locations and the terms and conditions that apply.
- How are mixed fly-tipping sites dealt with in practice where identifiable commercial waste (for example, First Mile-labelled sacks) is left alongside unidentifiable waste? Is the contracted collector required to remove all of the waste present, or only the waste attributable to them?
- How does the council verify that businesses using private waste contractors are complying with their duty-of-care obligations, and what proactive monitoring is carried out?
- Beyond the borough-wide initiatives mentioned in your response, what specific actions will be taken at the worst-affected hotspots in Southall Green, particularly at locations such as The Green/Osterley Park Road junction?
- Has the council carried out any internal studies, reviews, or analysis to understand the reasons behind the apparent increase in fly-tipping in recent years? If so, please summarise the findings and explain what actions have been taken as a result.
As Southall Green has been identified as a priority area for targeted intervention, it would also be helpful to understand how success will be measured.
I would also appreciate clarification on who currently has operational responsibility for street cleansing and fly-tipping services following the departure of Mr Earl McKenzie.

Thank you for your email. A number of the matters listed below are included in your request for information, reference EIR 26-0864. I have asked the team when the response is to be issued, if not already.
Street cleansing and the removal of fly-tipped waste are within the remit of my department, part of the Environment and Community Protection directorate. Joe Blanchard is the Assistant Director for Environment and Community Protection.
The Council is strengthening its approach to tackling and reducing fly-tipping across the borough, including in Southall where evidence indicates fly-tipping is disproportionately more prevalent than most other areas. The proposed Council Plan for 2026-2030 outlines the Council's commitments and planned actions. When the Council Plan is agreed and approved, it will be widely communicated with our residents and communities. The proposed commitments include:
- Create a unified uniformed and integrated street enforcement service including a rapid response cleaner streets squad
- Step up, expand, increase and intensify enforcement against fly-tipping, antisocial behaviour, rogue landlords, rogue traders and non-compliant businesses
- Expand the borough's CCTV network with 50 additional deployable cameras
- Extend our community gating schemes
- Pilot mobile reuse and recycling facilities
- Introduce a 24/7 tow truck service to rapidly remove abandoned vehicles
The Council considers that it has now provided a comprehensive response to the issues you have raised regarding waste management, trade waste and fly-tipping in Southall. While we will continue to consider and investigate specific reports submitted through the appropriate reporting channels as listed below, the Council considers the matters raised in your recent correspondence to have been substantively responded to and does not intend to enter into further correspondence on these broader issues.
The Council recognises there are issues to be tackled in Southall and that actions have, are and will be taken to do so. Southall experiences some of the highest levels of fly-tipping and environmental crime in the borough and consequently receives significant operational attention, enforcement activity and investment. The Council remains committed to improving conditions and has set out both the actions already undertaken and those planned for the future.
